PJM's Market Implementation Committee takes up a 60-calendar-day offer-verification exception timeline

PJM's Issue Charge would use the Quick Fix process to align Manual 11's offer-verification exception deadline to 60 calendar days, with committee work set to start immediately and run two months, ahead of winter operations.

The current timeline described in Attachment D of 11:00 AM EPT the next business day is burdensome for Market Sellers, who must also work on current and future days' offer submissions during ongoing winter events.1

The executive summary describes the change as aligning Manual 11 Attachment D and Section 2.3.6.2 — covering offers over $1,000/MWh — to the same 60-calendar-day exception-request timeline.2

Under PJM's Operating Agreement, Schedule 1, section 3.2.3(r), a Market Seller's incremental operating costs that exceed $1,000/MWh and are not verified at the time of dispatch of the resource — or that exceed $2,000/MWh regardless of verification — are eligible for Operating Reserve credit only after review by the Market Monitoring Unit and approval by PJM's Office of the Interconnection.3

PJM's Issue Charge states that this issue will use the Quick Fix process and will be assigned to the Market Implementation Committee (MIC) for Issue Charge approval and solution endorsement, per Manual 34 section 8.6.1.4

The work is planned to start immediately and run two months in duration at MIC, with the aim of having a solution in place before winter operations, when Offer Verification activity is likely.5
