PJM BRIEF

PJM term sheet would eliminate Markets and Reliability Committee, extend Board terms to nine years

PJM plans to introduce the term sheet to stakeholders at its August 19 Members Committee meeting. ODEC has put forward a separate governance proposal of its own.

PJM intends to introduce these reforms to PJM governance and the stakeholder process to stakeholders at PJM's August 19 Members Committee meeting and distribute them by August 26, pursuant to FERC's directive in its Notice Regarding Dispute Resolution Procedures.1

PJM's term sheet proposes removing the restrictions on PJM's own Section 205 filing rights over the energy and ancillary services markets and over the regional transmission expansion planning protocol.2

PJM's term sheet says PJM should have the ability to request changes to its core Regional Transmission Organization functions under the "just and reasonable" standard and receive an answer from FERC within 60 days, which PJM says would place it on equal footing with other FERC-jurisdictional ISOs/RTOs.3

PJM's term sheet proposes eliminating the Markets and Reliability Committee, which PJM calls duplicative, while refining the lower standing committees.4

PJM's term sheet proposes extending Board of Managers service to nine years, with only one of the nine Board seats subject to the process each year, not three.5

PJM's term sheet proposes that PJM would use its own Section 205 rights to make a “jump ball” filing on behalf of OPSI on a resource-adequacy matter once four conditions are met — an approved problem statement/issue charge, a state MOU with PJM on shared reliability and resource-adequacy roles, approval by a supermajority of OPSI, and a majority vote by the Members Committee — but PJM would not be required to make the filing if the PJM Board determines the proposal would compromise the safety or reliability of the bulk electric system or the PJM region.6

Separately:

ODEC's governance proposal says ODEC would support extending PJM Board member terms from three years to five years.7

ODEC's governance proposal says ODEC would support introducing a two-thirds sector-weighted approval threshold in PJM's lower-level committees.8

ODEC's governance proposal says ODEC would support granting PJM independent Section 205 filing rights over the Energy Market, Ancillary Services Market, and RTEP matters.9

ODEC's governance proposal says ODEC would support continuing to explore improved state engagement without granting states formal voting rights or independent Section 205 filing authority.10

Coverage notes

Gridlight’s notes on what we looked for and did not find; these statements are Gridlight’s own and are not claim-checked against archived sources.

  • Neither document states what happens if PJM and ODEC do not reconcile their proposals within the FERC-supervised process, or what deadline governs it.
  • Neither document records any Members Committee, lower-committee, or FERC action on either proposal; both are presented only as introduced or supported, not voted on or filed.
  • The term sheet does not state PJM's current Board term length, term-limit rule, or cooling-off period, so this piece does not attempt to measure the size of the proposed change.
  • Neither document explains how the term sheet's narrower jump-ball filing process relates to ODEC's broader Section 205 request; this piece does not characterize the two as compatible or competing.
