PJM proposes Manual 14H rules to adopt IEEE 2800 inverter-resource standard
The draft revisions would add a new Section 9.15 and Attachment K, phasing in ride-through and frequency-response rules for new service requests starting June 22, 2027.

FERC issued Order 901, directing NERC to develop new or modified reliability standards to address reliability gaps related to inverter-based resources.1
NERC has published reliability standard PRC-029, with an effective date of 10-1-2026, to ensure inverter-based resources ride through defined frequency and voltage excursions to support the Bulk Power System.2
PJM states the revisions are intended to align its rules, processes, and procedures with industry inverter-based-resource standard developments, including IEEE Standard 2800-2022.3
PJM proposes to adopt IEEE 2800-2022 into Manual 14H using a "Detailed Reference approach," citing exceptions to certain of the standard's requirements.4
PJM's proposed manual revisions would add a new Section 9.15, "Requirements for Inverter-Based Resources," and a new Attachment K, "Interconnection Requirements for Inverter-Based Resources."5
PJM proposes that Phase I of its IEEE 2800 adoption cover general definitions, voltage-and-frequency ride-through and associated ride-through protection requirements, and primary frequency response.6
Voltage ride-through requirements call for continuous operation with no minimum ride-through time limit when voltage is between 0.90 and 1.05 per unit.7
Revision 5 (07/23/2026) added Section 9.15 and Appendix K to incorporate changes related to IEEE Std 2800-2022 covering interconnection and interoperability of inverter-based resources with associated transmission systems.8

It isn't clear which date governs, or whether the redline's date is a drafting artifact that updates once the MRC acts.

- The materials don't state how the June 22, 2027 applicable date interacts with interconnection customers already in PJM's queue, or what Phase II or Phase III of the IEEE 2800 adoption will cover beyond the Phase I items described here.
