PJM's Manual 18 revision 63 returns to the MRC with an added conforming change
The periodic-review redline, first read by the Markets & Reliability Committee on July 28, now includes a new Load Management and PRD Non-PAI Event penalty conforming change; the redline is drafted to take effect September 1, 2026.
The MRC's first read of the revisions occurred on Tuesday, July 28, 2026.1
PJM's presentation on the Manual 18 periodic review, presented by Pete Langbein, was given to the Markets & Reliability Committee on August 19, 2026.2
The conforming change added since the MRC first read concerns a Load Management and PRD Non-PAI Event penalty under docket ER26-2319-000.3
The redline's conforming changes under docket ER26-455-000, the periodic review of the reference resource and VRR curve, are reflected in Manual sections 3.3, 3.4, and 5.4.4
The redline adds a new penalty, under docket ER25-2002, for a derate caused by a decrease in the final Accredited AUCAP factor for the Delivery Year, reflected in Manual section 9.1.3.5
The Manual 18 clarifications state that PJM will remove all Energy Efficiency Measurement & Verification manual (M18B) references once a pending rule change is finalized in the courts.6
The clarifications at section 4.6.3 require that exporting a Generation Resource be approved for a must-offer exception, with additional details added on how to administer it.7
The redline sets Manual 18 as revision 63, with an effective date of September 1, 2026.8
